ROING, Jan 23: The Dibang Right Bank Idu Charitable Society (DRBICS) organised a mass social service under the Swachh Bharat Abhiyaan at Community Health Center (CHC) and at the general play ground Dambuk, today. Apart from clearing the garbage and clogged drains in the CHC campus were also cleared during the abhiyaan.
The Abhiyaan was conducted by the members of DRBICS along with the medical staff, GBs, PRIs, and senior citizens of the area and other members of the public.

"A new era of technology has begun in Arunachal Pradesh through which we can connect with advanced nations of the world," Chief Minister Nabam Tuki said while formally launching the programme here in presence of Team Google India representatives and officials of the education department.
The new system would be beneficial for those students who could not go to schools so that they could learn from home, said Tuki.
Stating that the new concept would be a flagship programme of the state government, the Chief Minister exhorted the officials of the education department to work hard to make the programme successful by setting a target. On November 15 last year, Tuki visited Google headquarters, Mountain View, California, on an invitation by the company for the Google Global Education Symposium on Ministers and held talks with the Google Education team.
Highlighting various problems associated with the education system in the state, Tuki sought ideas from Google on how to improve and also impart quality education to each and every student without any bias.

ITANAGAR, Jan 23: In a tragic road accident, at least 11 people have been killed and three others critically injured when a Force Cruiser veered off the road near Sessa in West Kameng yesterday. Police source from Bhalukpong informed this daily that the accident occurred around 10 PM when the ill fated passenger vehicle carrying 14 was going from Bhalukpong to Nafra in West Kameng plunged into 300 meters deep gorge.
The victims are reported to be labourers, all hailing from Hawajan in Assam.
Ten persons were reportedly killed on the spot and one person succumbed to his injury at PHC Bhalukpong. The three other critically injured persons were shifted to Tezpur in Assam.
Police further added that so far only three bodies have been retrieved.

MOs threaten to go on month long strike

ITANAGAR, Jan 23: Arunachal Pradesh Contractual General Duty Medical Officer Association today served a seven days ultimatum to state government and threatened to launch 30 days ‘Stethoscope down’ strikes on expiry of the given stipulated time. We would go for indefinite strike if demand is not fulfilled by the government, said APCGDMOA President Dr Kamta Beyong at a press conference held at Arunachal Press Club Itanagar today.
Addressing the media, he said that Association is demanding the government for immediate regularization of 78 working Contractual GDMQ’s under NHM against 157 GDMO post created by Govt of Arunachal Pradesh.
Beyong informed that some of the senior members of the contractual GDMO’s were already regularized and presently serving in various places of the state. So, we appeal the government to continue the process and absorb all the contractual GDMOs against the post created which are lying vacant under NRHM and DHS.
The organisation further highlighting the grievances of Contractual General Duty Medical Officer working under NHM and Director of Health Service demanded immediate withholding of recent advertisement for recruitment of 18 GDMO’s (Allopathy) through APPSCE.
The Association said that if recruitment is done through APPSCE, it would be difficult for the senior CGDMOs to get their job regularized, as there is no age relaxation for the MOs working on contractual basis who are serving in interior places without getting proper salary on time for the many years now. It appealed the government to frame a proper guide¬lines and recruitment policy in this regard too.

He appraised the need to incorporate a weightage on cost disability factor in the fund distribution criteria adopted to counterbalance the high discrepancy in the material, labour, transportation costs amongst the states. He also requested impetus for 100% indigenous ST populated states. In the line of allowing some allocation provision for Desert Area Development plan, he suggested that a similar provision could be allowed as cold desert development component for snowed areas in order to take care of extra difficulty situations in these areas in terms of cost of constructions, high living cost, extra precautions required in these areas to say protect the pipe works from bursting during winter etc. He registered his opinion that the incentive being conceived in the Ministry for bulk pipe water system in the quality affected habitations should be extended to the non quality affected habitations as well in view of GoI’s strategy of promoting household level water connectivity in all habitations.

ITANAGAR, Jan 23: Arunachal Pradesh government is going to act tough on revenue leakage from various quarters. Taking a high level review meeting today with the Chief Secretary, Commissioners and Secretaries of revenue generating departments, Chief Minister Nabam Tuki reiterated the firm intention of the Government to contain revenue pilferage.
“Despite man and machinery in place, revenue leakage is rampant, which is hampering the development process of the state,” Tuki observed. He viewed that the existing monitoring machinery responsible for checking the pilferage need to be strengthened by creating layers of monitoring wings.
After minutely hearing to the presentations of departments over the revenue collections till date, a visibly displeased CM exhorted the departments to tighten their belts. He called for strengthening the entry check gates manned by Tax & Excise, Geology and Mining, Environment and Forest and Police and ensure that no vehicle loaded with goods are allowed to pass without proof of tax paid.
Tuki was of the view that collective and sincere efforts are needed from the concerned departments in checking leakages.
“The forest guards or the police may be authorized to check the documents related to tax or royalty that come under the departments of Tax and Excise and Geology and Mining in addition to their normal duties by delegating powers to them. This way, no extra manpower is required to check the pilferage,” he said.
While periodical transfer of officials and staff posted at the check gates (within
a span of 6 months) was in principally approved, Tuki ordered for increasing the
frequency of surprise checking of the entry-
The Chief Minister appealed people to help the Government in its endeavour by reporting any act leading to revenue pilferage to the authorities and announced that they will be suitably rewarded for it.
He further directed constitution of a high level committee headed by Development Commissioner Finance as Chairman with Secretary Finance as Member Secretary and the Commissioners and Secretaries of all revenue generating departments and Planning Secretary as members to chalk out a comprehensive plan to contain the burgeoning issue. The Committee shall study the reasons behind the leakages, zero down to officers and officials involved in the pilferage and suggest for stern actions against them. Major anomalies will be referred to SIC/SIT besides initiating departmental enquiries.
The committee shall engage teams to inspect business points, construction sites, mineral quarries, check gates and such other points to ensure genuine payment of government revenue. This team shall also make unannounced checks and provide reports to the Government on monthly basis.
The Chief Minister also directed to constitute district level committees to ensure check of revenue leakages in the districts. All treasury officers shall be directed to keep an account of tax deduction from the works departments against all projects.

The following day, Pema visited Bongkhar and Bomja village. As part of the tour programme, public meetings were held at all these villages in order to hear public grievances and better understand grassroots problems.
Responding to the public memorandum, Pema assured to provide fund for construction of Tourist Lodge at Bongkhar in the next financial year. It was necessitated to attract domestic as well as foreign tourists in order to promote rural tourism in the area.

Tiger population increases in North East
Guwahati, Jan 23: Tiger population in North Eastern hills and Brahmaputra flood plains has increased to 201 in 2014 from 148 in 2010, according to the latest status report on tigers.
Assam registered the highest number of 167 tigers, an increase from 143 in 2010, while 28 tigers were estimated in Arunachal Pradesh, showing an increase over 14 in 2006, the report said.
The survey was not held in Arunachal Pradesh in 2010.
Besides Assam and Arunachal Pradesh, the other areas included in the status report are Mizoram and north Bengal.
The region includes seven tiger reserves -
Kaziranga National Park in Assam has the highest tiger population of 125, while the minimum numbers of four each were recorded in Namdapha National Park in Arunachal Pradesh, the report said.

The region has two tiger conservation units (TCUs), one comprising Manas Tiger Reserve, stretching across Bhutan to Arunachal Pradesh in the north east while the other includes Kaziranga in Assam and stretches upto Meghalaya.
The Kaziranga Tiger reserve along with other protected areas surrounding has a tiger population of 125 in the region. It is connected to the southern parts of the North East landscape via Karbi Anglong Hills for which it acts as a major source but has lost its connectivity to Pakke in the north due to intensive agriculture on the northern banks of Brahmaputra River.
Kaziranga is contiguous with Orang National Park and connected through island systems of the Brahmaputra. Nameri too is connected through riverine corridors which is an important connectivity maintaining gene flow between the plains and the hill populations of tigers in Arunachal Pradesh, according to the report.
These connectivities between the various national parks and wildlife sanctuaries form the crucial element for targeting conservation efforts.
Manas Tiger Reserve was camera trapped and tiger density was estimated to be 1.8 tiger per 100 square kilometre but the region has higher potential and with control of poaching of prey, tiger densities are likely to increase substantially, especially in its southern parts.
Nameri in Assam is contiguous to Pakke in Arunachal Pradesh and the tiger population in them is small with about nine together, the report said.
The area, it said, has potential for higher densities and ability to sustain a larger population of tigers but depletion of prey by poaching and other disturbances have led to decrease in tiger population. PTI
Japan’s Arunachal stance a ‘tactic’ against China
BEIJING, Jan 23: Japanese foreign minister Fumio Kishida's remarks that 'Arunachal Pradesh' was an "Indian territory" is Japan's tactic of taking sides over a disputed territory, said China's Global Times newspaper.
The article on Friday, based on an interview with senior researcher Geng Xin, also said that backing India showed that Tokyo's ambition went beyond merely strengthening its relationship with India.
Following a protest lodged by China, Kishida said he made the remarks taking into account the facts that "India basically and effectively controls (the region), and China and India are continuing consultations on the border issue", according to the article.
"Since tensions between Beijing and Tokyo have risen in recent years, especially fuelled by the escalation of the Diaoyu Islands issue, Japan has more than once deliberately stepped into China's territorial disputes with other countries," the article said.
According to the article, this represented Japan's intent of "uniting" the countries that have territorial disputes with China in order to create a strong impression that Japan, along with China's other neighbouring countries, is bullied by a rising China.
This way, Japan could put the blame on China instead of itself in the case of a conflict, it added.
The Global Times article pointed out that this was not the first time that Japan had cozied up to India.
According to the article, when Shinzo Abe visited India for the first time as prime minister in 2007, he told the Indian parliament that Tokyo regarded New Delhi as a good friend, and spoke of the high respect in Japan for Indian jurist Radhabinod Pal, who was the only one to cast a dissenting vote against convicting Japanese officials of war crimes during the Tokyo trials.
"Such inappropriate remarks hurt not only the feelings of the Chinese people, but also the interests of Japan's ally, the US," the article said.
"But India is not going to fall for Japan's tricks easily. As an emerging power, India has made its political philosophy very clear when it comes to Japan's attitude toward history. Successive governments in India have all clearly expressed that Japan should reflect deeply on its wartime past," the article said.
It added: "New Delhi is well aware that it should seek a wise balance in its relations with China and Japan."

Prepaid Electricity System: Technology, competence and its acceptance
Dear Editor,
The very thought of electricity supply going off during an important moment irritates and scares us. The introduction of prepaid electricity meter system, which could have been a major technological and energy saving and revenue generating initiative, has only petrified the people.
It is globally established that prepaid metering system has given the customer the right to choose their own electricity plan and budget management; eliminate inaccurate and faulty billing; comfort to pay bills from their home; avoid hassles of visiting power department personnel to their home for meter reading, etc. For the State, it has ensured that theft of electricity is eliminated and revenue generation improved. All this has only improved the effort to save electricity while ensuring that the customers are ensured of quality for their money.
The effort of the Power Department to introduce this technological innovation could
have been a success had they realized that customers could be sceptical to a new
thing. The customers have the right to be assured that their need could be fulfilled.
Customers should have been trained and educated well to use the new system, assured
of back up plans like availability of top up facilities/vendors. To ease the anxiety
of the customer, Government could have introduced Credit-
Has the Government ensured good housekeeping to maintain the technology? Has the Power Department trained their personnel to operate it? Will the online based recharge system function without glitches and local vendors be available?
If the Governments ensures to address all technological and logistic challenges, than the system should be welcomed. Going back to the old system which clearly had many deficits, when there is a better deal in the offering, will be naïve. Today, electricity is a matter of right and not of a privilege, but customers has to be responsible too. The success of this technological innovation will depend on the competence of the supplier and acceptance of it by the people.

The talent show needs your support
Dear Editor,
This is in reference to a letter published on 19th Jan regarding Arunachal's Got Talent.
Arunachal Pradesh needed many more Toko Teji and therefore the concept of Arunachal's Got Talent was born.
AGT was launched on 31st Oct 2014 at Arunachal Press Club, Itanagar with its theme Hunar hi apki pehchan with its dream to provide a common platform to the talented local youths.
To dig out the local talent, the AGT committee conducted district auditions Namsai, Pasighat ,Ziro and Itanagar. Around 604 participants took part and 214 could make to the Mega audition. 87 could reach the competition round 1.
The participants were moulded and judged by highly talented personalities like Dorjee Phuntsu Khrime, national award winning actor of Crossing Bridges fame, Gautham Dey, classical and modern instructor and singer, Prem Thapa, choreographer, director and lyricist and Toko Teji, 1st runner up India’s Got Talent, Season 2.
The judgements were purely based on the participant’s performance. The judges were credited with 70% voting and the rest 30% was through public vote. The system of 30% public voting @ Rs 50 per ticket was purposefully accepted against the SMS system by the committee.
The reason for the above is ugly but true that our state lack the facility for proper live telecast which would broadcast the live AGT show to every home. If this was possible then 30% public voting through SMS would have been more preferable.
The committee intend to find hidden talent in our state and provide them national platforms in shows like India's Got Talent, Dance India Dance but our committee need moral support and cooperation to conduct the Arunachal's Got Talent show smoothly. Without your cooperation and support, we will fail to conduct the program next time.
