Bai Gadi gets BJP nod

ITANAGAR, Jan 23: Bai Gadi has been chosen as the Bharatiya Janata Party candidate for Bye-Elections to the 27-Liromoba (ST) Assembly Constituency. The State Election Committee (SEC) of the BJP Arunachal Pradesh State Unit had recommended his name for the Bye-election from among the five names. The five applicants in the race for the party ticket included former Minister Lijum Ronya, Dr. James Mitum Boje, Jarpum Gamlin and Kenpe Kamki.

 

Appeal for rescheduling bandh date

ITANAGAR, Jan 23: The Donggin Festival Celebration Committee Itanagar has appealed to All Nyishi Students Union (ANSU) to reschedule the proposed 12 hour capital bandh on Feb 2nd informing that it coincides with Donggin festival of the Bori community. “The festival committee highly respect the genuine demands raised by ANSU but the proposed bandh will hamper our festival celebration. We appeal ANSU to change the date in the interest of the fellow Arunachalee brethrens,” the committee stated in a release.

 

Aditya hospital clarifies

ITANAGAR, Jan 23: In a letter to the Chief Regional Manager, New India Assurance Company Ltd, Guwahati, the general manager of the Aditya Hospital, Dibrugarh, Rajendra Bhagat clarified that the hospital is offering cashless treatment to all beneficiaries of Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS). “We haven’t turned away any patient as on date and we will continue to provide seamless unconditional service to the beneficiaries of this noble scheme, the manager added.

 

Home ministry relaxes PAP

NAHARLAGUN, Jan 23: Home Ministry has issued a Notification on 22nd January, 2015 accepting the request of the State to grant relaxation in Protected Area Regime in Arunachal Pradesh to facilitate growth of tourism in the State. A new Tourist Circuit has been approved namely "Margerita - Jairampur - Nampong - Manmao - Pangsau Pass". Existing Tourism Circuit Margerita - Miao - Namdapa has been extended to Vijaynagar. To facilitate quick issue of PAP to foreign tourist DRC, Kolkata / Guwahati have been authorized to issue PAP to foreign tourists without sponsorship of registered Tourist Operators. Further R.C., New Delhi and DRC Kolkata / Guwahati have been authorized to issue PAP to single foreign tourist to visit Tawang District, West Kameng District and Lower Subansiri District. (DIPR)

 

Padma awards

ITANAGAR, Jan 23: The Government of India has announced Padma awards 2015 (Padma Vibhushan, Padma Bhushan and Padma Shri) for the year of 2015.

Former deputy PM LK Advani, actors Amitabh Bachchan, Dilip Kumar, Rajnikant and Yoga Guru Baba Ramdev are among those who will be honoured with Padma awards 2015 in the list of 148 recipients.

Theg Tse Rinpoche of Urgeling monastery in Tawang, Chewang Norphel, popularly known as iceman who built artificial glaciers in Ladakh, Jadav Molai Peyang, environmentalist from Assam, Neil Herbert Nonkynrih of the famous Shillong Chamber of Choir are other names on the list.

Padma awards are given out since 1954 on Republic Day in honour of contributions in wide-ranging pursuits.

YINGKIONG, JAN 23: A workshop on sustainable drinking water and sanitation was organized at Tuting by the PHED on 22 January last.

Social service

ROING, Jan 23: The Dibang Right Bank Idu Charitable Society (DRBICS) organised a mass social service under the Swachh Bharat Abhiyaan at Community Health Center (CHC) and at the general play ground Dambuk, today. Apart from clearing the garbage and clogged drains in the CHC campus were also cleared during the abhiyaan.

The Abhiyaan was conducted by the members of DRBICS along with the medical staff, GBs, PRIs, and senior citizens of the area and other members of the public.

CO Dambuk T. Pertin, while lauding the efforts of the society for conducting the social service, was also hopeful that such social services are conducted in a regular basis as a continuous process, in order to make Dambuk town clean and beautiful.

 

ASSATI  team calls on minister

ITANAGAR, Jan 23: A team of newly formed Association of SSA Teachers' of India (ASSATI) including its convenor Arvind Rana, co-convenor cum AASSATA CEC vice president Chukhu Epa and general secretary, CEC AASSATA, Yang Yangfo who is also co-convener, met Minister of State for Human Resource Development Upendra Kushwaha in new Delhi yesterday. In a representation submitted to the minister, they alleged violation of mandatory norms of Sarva Shiksha Abhiyan (SSA) and right to education Act (RTE-2009) by various states by appointing teachers under SSA Rajya Mission posts, which  were sanctioned under the States/UTs Education department with a regular pay scales, allowances and other service benefits.

Arvind Rana, informed the minister that few states like Arunachal Pradesh, Punjab, Tripura, Assam, Meghalaya and UTs like Chandigarh and Andaman & Nicobar had violated the guidelines by appointing teachers under SSA in the regular and sanctioned posts. It further said that states like Gujarat, Haryana, Himachal Pradesh, Tamil Nadu, Nagaland and Manipur have appointed teachers under SSA posts in education department on regular basis as per mandatory norms of RTE.

The Association urged the minister to direct the  state like Arunachal Pradesh and other erring states to appoint the  teachers as per mandatory norms of RTE and on regular basis.

 

Court issues interim measures

ITANAGAR, Jan 23: The Court of Civil Judge, senior division has directed the opposite party Arunachal Pradesh Chemist and Druggist Association (APCDA) to refrain from interfering in the business of the petitioner M/s Mama Bai Enterprise.

In its judgment in Misc (J) case no 06/2015 in title suit no 01/2015 (M/s Mama Bai Enterprise Vs Arunachal Pradesh Chemist and Druggist Association) pronounced on January 21 last, the Court further ruled that the “resolution of the APCDA banning the marketing of the propaganda cum distributors (PDC) medicines in Arunachal Pradesh which affect the business of the petitioners is stayed still next date.” Date for filing of written objection by the opposite party is fixed on February 16 next.

Earlier, the counsel of the plaintiff M/s Mama Bai Enterprise, submitted to the court that the APCDA is not the authority for banning of sale and marketing of any drug and the resolution of the Association banning PDC medicine had caused huge loss of business of the petitioner. It prayed for ad-interim injunction staying the operation of the resolution.

 

Cleanliness drive conducted

ITANAGAR, Jan 23: Keeping in mind the Father of Nation, Mahatma Gandhi's visualization of three pronged cleanliness - a clean mind, a clean body and clean surroundings and as a part of the  nation-wide Swachh Bharat Abhiyan, a group of officers and officials led by Superintending Engineer Er. Hibu Tama and Soil Conservation Officer N D Pubiyang conducted a cleanliness drive at RWD circle office, Pasighat today. The theme of the cleanliness drive was “Plastic free zone”. The family members of all Govt staffs also actively participated in the cleanliness drive.  Later, speaking on the occasion, SE Hibu Tama elaborated about the importance of cleanliness and urged all to dispose off garbage particularly the non-degradable in right place. Upper Siang gets new DC

YINGKIONG, Jan 23: Remo Kamki, APCS 1992 batch joined as Deputy Commissioner of Upper Siang District on Jan 23rd relieving Dr. Tariq Thomas IAS who has been posted as RCS to the State capital. The officers and staffs of the office of the Deputy Commissioner bade farewell to the outgoing DC and welcomed the new Deputy Commissioner.

National integration camp

ITANAGAR, Jan 23: Five days national integration camp was organized by Nehru Yuva Kendra Itanagar at Nyikum Niya Hall from 16th to 20th January. The camp was held under the banner of ministry of Skill Development, Entrepreneurship, Sports and Youth, government of India.

Participants from Uttar Pradesh, Bihar, Sikkim, Meghalaya, Assam, West Bengal and Arunachal participated in the camp. SD Biswas, Secretary Sanshar Bharati and VN Sharma, SLO, NSS along with Jumyir Basar Loyi (Associate Professor, RGU) along with host of people attended the event. The main objective of the camp was to create opportunity for young participants from different parts of the country to live, interact and learn together.

 

Arunachalees win bronze medals in National championship

ITANAGAR, Jan 23: Paya Taku and Minam Tekseng of SLSA Chimpu won bronze medal each in 48 kg and 52 kg category respectively in the 13the Junior National Wushu Championship-2015 held at Rajnandagaon, Chattisgarh from January 15 to 19 last. Arunachal Wushu team was led by M. Premchandra Singh, Wushu Coach, SLSA.

Meanwhile, Toko Teki, President, All Arunachal Pradesh Wushu Association (AAPWA) and Tabia Chobin, Principal, SLSA congratulated the medal winners. They also wish the Wushu players for better performance in the upcoming state and national level events in future.

ITANAGAR, Jan 23: The 2nd edition of CM Trophy on football & Volleyball (Men & Women) district level tournament concluded at Koloriang general ground yesterday.

21-Koloriang constituency emerged winner in both men’s and women’s football in district level competitions while 19th Nyapin-Sangram constituency walked away with runner-up title in both men and women football.

In Volleyball Men, 20-Tali-PipSorang constituency won the title and 21-Koloriang Constituency stood Runner-Up.

In women’s volleyball, 18-Palin-Chambang constituency emerged winner, while 20-Tali -Pip-Sorang constituency walked away with runner up.

2nd edition of CM’s trophy organized in Dibang Valley

ANINI, Jan 23: The 2nd edition of the Chief Minister's trophy was organized in Dibang Valley district from January 20 to 22 last. Altogether five teams participated in both men’s and women’s volley and football competitions.

In the football final both men and women team of newly created Dumbin circle won the match.  Mipi Circle bagged the runners up title in men’s football while in women’s football, Anini HQ remains runner up.

In women’s volleyball Etalin Circle lifted the winner’s cup and Anileh Circle remains runner up. In men’s volleyball category Mipi circle won the trophy while Dumbin circle remains runner up.

The inaugural function was attended by Dr Muchu Mihu and Govt officers and public leaders.

The Dibang Valley SP participated in the closing ceremony and distributors prizes to the winners.

Web-based education programme launched

Itanagar, Jan 23: Arunachal Pradesh today became the first state in the country to launch a web-based educational programme for all schools in collaboration with Google.

Christened as Chief Minister Global Education Programme, the education system would initially be launched in 50 to 100 schools of over 7,000 schools in the state and later extended to others in phased manner.

The system is a solution built for teachers and students through Chromebooks to bring the power of the web into classroom.

The system would provide free productivity tools to simplify and save time with classroom, Gmail, documents besides providing thousands of teacher-approved apps, books and videos through laptops and tablets.

"A new era of technology has begun in Arunachal Pradesh through which we can connect with advanced nations of the world," Chief Minister Nabam Tuki said while formally launching the programme here in presence of Team Google India representatives and officials of the education department.

The new system would be beneficial for those students who could not go to schools so that they could learn from home, said Tuki.

Stating that the new concept would be a flagship programme of the state government, the Chief Minister exhorted the officials of the education department to work hard to make the programme successful by setting a target. On November 15 last year, Tuki visited Google headquarters, Mountain View, California, on an invitation by the company for the Google Global Education Symposium on Ministers and held talks with the Google Education team.

Highlighting various problems associated with the education system in the state, Tuki sought ideas from Google on how to improve and also impart quality education to each and every student without any bias.

The Chief Minister stressed on the importance of improving the standard of the teaching fraternity and asked Google to impart training and know-how to the teachers in the state and bring them at par with international standard.

Google had agreed to make detailed Arunachal specific report and project, and bring in solutions keeping in mind the local issues associated with it.

"The system will help expanding educational opportunities by providing every student in the state with access to a computing device and a web connection," Sumit Gwalani, Chrome OS product lead (Asia Pacific) said.

Elaborating on the system, he said, through this, educational resources could easily be published, curated and shared by educators worldwide, so the best content was available to everyone on multiple devices at the lowest costs.

"Students, teachers, parents and even digital pen pals can work together, communicate across boundaries and learn from each other through the system," he said.

He said, open technology could transform education and improve learning for everyone everywhere.

"Google classrooms will give teachers more time to teach and students more time to learn," he added. PTI

 

 

11 dead as cruiser plunges into gorge at Sessa

Govt announces ex-gratia

ITANAGAR, Jan 23: In a tragic road accident, at least 11 people have been killed and three others critically injured when a Force Cruiser veered off the road near Sessa in West Kameng yesterday. Police source from Bhalukpong informed this daily that the accident occurred around 10 PM when the ill fated passenger vehicle carrying 14 was going from Bhalukpong to Nafra in West Kameng plunged into 300 meters deep gorge.  

The victims are reported to be labourers, all hailing from Hawajan in Assam.

Ten persons were reportedly killed on the spot and one person succumbed to his injury at PHC Bhalukpong. The three other critically injured persons were shifted to Tezpur in Assam.   

Police further added that so far only three bodies have been retrieved.

On January 20, four persons died on the spot while several others were seriously injured when the Tata Sumo in which they were travelling skidded off the road and fell into a deep gorge near Nechiphu on Bhalukpong-Tawang road.

Meanwhile, concerned over repeated vehicle accidents occurring on Bhalukpong-Tawang road claiming several precious lives, Chief Minister Nabam Tuki has directed the district administration to take up road safety measures to contain the recurrence.

While speaking to DC Bomdila over phone, CM directed him to hold an immediate meeting with the BRO to put on safety signs in vulnerable spots besides requesting the BRO to expedite the widening process of the roads especially in low visibility areas like Sessa and Nechiphu.

While deeply mourning over the death of several people in two back to back accidents, Chief Minister announced ex-gratia of Rs 1.5 lakhs each to next of kith and kins of the deceased.

 

 

MOs threaten to go on month long strike

ITANAGAR, Jan 23: Arunachal Pradesh Contractual General Duty Medical Officer Association today served a seven days ultimatum to state government and threatened to launch 30 days ‘Stethoscope down’ strikes on expiry of the given stipulated time. We would go for indefinite strike if demand is not fulfilled by the government, said APCGDMOA President Dr Kamta Beyong at a press conference held at Arunachal Press Club Itanagar today.

Addressing the media, he said that Association is demanding the government for immediate regularization of 78 working Contractual GDMQ’s under NHM against 157 GDMO post created by Govt of Arunachal Pradesh.

Beyong informed that some of the senior members of the contractual GDMO’s were already regularized and presently serving in various places of the state. So, we appeal the government to continue the process and absorb all the contractual GDMOs against the post created which are lying vacant under NRHM and DHS.

The organisation further highlighting the grievances of Contractual General Duty Medical Officer working under NHM and Director of Health Service demanded immediate withholding of recent advertisement for recruitment of 18 GDMO’s (Allopathy) through APPSCE.

The Association said that if recruitment is done through APPSCE, it would be difficult for the senior CGDMOs to get their job regularized, as there is no age relaxation for the MOs working on contractual basis who are serving in interior places without getting proper salary on time for the many years now. It appealed the government to frame a proper guide¬lines and recruitment policy in this regard too.

State calls for special central sanction for safe drinking water facility

ITANAGAR, Jan 23: The state government has called on the centre for special sanction of Rs.926.07cr for covering 1340 habitations under the critical category of 0-25% in order to meet the requirement of partial and uncovered rural habitations in the state in terms of safe drinking water facility. The DPR has already been submitted to the Ministry.

Minister PHE & WS Takam Pario said this at the National Review/Discussion on National Rural Drinking Water Programme (NRDWP) & Swachh Bharat Mission-Gramin (SBM-G) organised by the Ministry of Drinking Water & Sanitation at Vigyan Bhawan, New Delhi on Jan 22.

This, if considered shall go a long way in helping the state to fulfill the envisaged target of the centre, said the minister. He stated the need to enhance the unit cost and to consider GoI and State share at 90:10 for all components.

The Minister accompanied by Chief Engineer, Sanitation Er. T Ketan and Chief Engineer (D&P) Er. T Basar while conveying the commitment of the state and efforts towards fulfilling the target of providing safe sanitation and drinking water to all by 2019 as announced by the Prime Minister also highlighted the constraints faced by the state and called for suitable intervention from the Union Ministry. He appraised the need to incorporate a weightage on cost disability factor in the fund distribution criteria adopted to counterbalance the high discrepancy in the material, labour, transportation costs amongst the states. He also requested impetus for 100% indigenous ST populated states. In the line of allowing some allocation provision for Desert Area Development plan, he suggested that a similar provision could be allowed as cold desert development component for snowed areas in order to take care of extra difficulty situations in these areas in terms of cost of constructions, high living cost, extra precautions required in these areas to say protect the pipe works from bursting during winter etc. He registered his opinion that the incentive being conceived in the Ministry for bulk pipe water system in the quality affected habitations should be extended to the non quality affected habitations as well in view of GoI’s strategy of promoting household level water connectivity in all habitations.

 

 

10 days ultimatum against Pre-Paid Metres

ITANAGAR, Jan 23: Itanagar Market Welfare Association has given 10 days ultimatum for withdrawal of the process to install pre-paid electric within Capital Complex. This ultimatum was issued today when thousands of business community members, colony and sector residents took out to the street to register their protest.

The rally started from Akashdeep market and culminated at Zero point. The members of Arunachal Civil Society also participated in the rally.  

IMWA General Secretary Biri Basang while assuring all the business community of the capital complex stated that they will fight tooth and nail against pre-paid metre system which is against the interest of business community. IMWA President Yumlam Achung stated that installation of meter system at work places such as fabrication, furniture store will affect the business. He also added that capital will witness rise in prices of commodities due to high electricity bill. Chairman Arunachal Civil Society Patey Tayum also addressed the gathering.

 

 

Govt to act tough to contain revenue leakage

ITANAGAR, Jan 23: Arunachal Pradesh government is going to act tough on revenue leakage from various quarters. Taking a high level review meeting today with the Chief Secretary, Commissioners and Secretaries of revenue generating departments, Chief Minister Nabam Tuki reiterated the firm intention of the Government to contain revenue pilferage.

“Despite man and machinery in place, revenue leakage is rampant, which is hampering the development process of the state,” Tuki observed. He viewed that the existing monitoring machinery responsible for checking the pilferage need to be strengthened by creating layers of monitoring wings.

After minutely hearing to the presentations of departments over the revenue collections till date, a visibly displeased CM exhorted the departments to tighten their belts. He called for strengthening the entry check gates manned by Tax & Excise, Geology and Mining, Environment and Forest and Police and ensure that no vehicle loaded with goods are allowed to pass without proof of tax paid.

Tuki was of the view that collective and sincere efforts are needed from the concerned departments in checking leakages.

“The forest guards or the police may be authorized to check the documents related to tax or royalty that come under the departments of Tax and Excise and Geology and Mining in addition to their normal duties by delegating powers to them. This way, no extra manpower is required to check the pilferage,” he said.

While periodical transfer of officials and staff posted at the check gates (within a span of 6 months) was in principally approved, Tuki ordered for increasing the frequency of surprise checking of the entry-exit gates and other areas of revenue generation by a mobile squad. He also suggested for delegating powers to the mobile squad to take on-spot decision of arrest, suspension or any other action against the persons found involved in the loot of public money.

The Chief Minister appealed people to help the Government in its endeavour by reporting any act leading to revenue pilferage to the authorities and announced that they will be suitably rewarded for it.

He further directed constitution of a high level committee headed by Development Commissioner Finance as Chairman with Secretary Finance as Member Secretary and the Commissioners and Secretaries of all revenue generating departments and Planning Secretary as members to chalk out a comprehensive plan to contain the burgeoning issue. The Committee shall study the reasons behind the leakages, zero down to officers and officials involved in the pilferage and suggest for stern actions against them. Major anomalies will be referred to SIC/SIT besides initiating departmental enquiries.

The committee shall engage teams to inspect business points, construction sites, mineral quarries, check gates and such other points to ensure genuine payment of government revenue. This team shall also make unannounced checks and provide reports to the Government on monthly basis.

The Chief Minister also directed to constitute district level committees to ensure check of revenue leakages in the districts. All treasury officers shall be directed to keep an account of tax deduction from the works departments against all projects.

 

 

MP, MLAs, DC and officers adopt schools in East Siang

PASIGHAT, Jan 23: The “Adopt Schools” programme launched by East Siang Deputy Commissioner, Nidhi Srivastava received overwhelm response from various quarters which was disclosed in a coordination meeting at Pasighat today by Srivastava.

During the coordination meeting, Loksabha MP Ninong Ering assured to adopt DEM HS School Pasighat, Parliamentary Secretary Tatung Jamoh and MLA Kento Rina assured to adopt Sille and Koyu HS Schools respectively. While MLA Lombo Tayeng and MLA Kaling Moyong also assured to adopt schools in their respective areas soon.

Apart from the legislators, all the ADCs, EACs and COs of the district have also assured to adopted schools during the meeting to improve the education system in the district.

Addressing the meeting, Srivastava said that rural and urban welfare schemes/projects are running in the district but despite these small issues like restoration of electricity, water supply, maintenance of toilets, approach roads to schools need special attention which can be taken up by the leaders and officers as mentors with the help of their colleague officers making all schools students friendly. She appealed the MP and MLAs to spare some funds under their respective LAD funds to construct additional classrooms, toilets, etc by adopting one school.

The DC apprised that there will be flexibility and individuals will be free to choose one school to adopt. “Your valuable suggestions and ideas will give guidance to the school authorities and unscheduled visits will ensure full attendance of teachers and students.

On the occasion she adopted Gandhi Sec. School and assured to take special care for betterment of the school and also assures to take classes and if necessary as she believes that maintaining such activities as facilitators would bring a sense of satisfaction and security among the students and the teaching fraternity.

She further informed that “Drop Boxes” will be placed in schools where in general public and officials can drop new or used pencils, pens, erasers, books, exercise-books etc for poor students.

Srivastava appealed all to extend their best cooperation to the school authorities including SMCs. Though we adopt the school we should not overtake or supersede them and hamper their routine works. School fraternities have full right to enjoy academic freedom in the discharge of professional duties but they should also understand that healthy criticism has been always a key for improvement as we always learn from our mistakes and shortcomings, she added. Pema complete 3-month long constituency tour

TAWANG, Jan 23: Minister Tourism, UD, Art & Culture Pema Khandu culminated his final phase of constituency developmental tour that began on Nov 3 2015, here at remote Bomja village located far west of Indo-Bhutan border.

In his 3-month-long phase-wise developmental tour, the Minister covered length and breadth of Jang-Mukto constituency.

On Wednesday, the Minister and his entourage visited Bongleng village in the morning and Kharung village in the afternoon where they were accorded a warm traditional reception by the villagers.

The following day, Pema visited Bongkhar and Bomja village. As part of the tour programme, public meetings were held at all these villages in order to hear public grievances and better understand grassroots problems.

Responding to the public memorandum, Pema assured to provide fund for construction of Tourist Lodge at Bongkhar in the next financial year. It was necessitated to attract domestic as well as foreign tourists in order to promote rural tourism in the area.  

“I am very happy for the people of Bongkhar, Kharung, Bongleng and Bomja that with the establishment of the CO office in this remote part, it fulfills their need and my dream of administration at doorstep”, Pema said after inaugurating the newly constructed CO office at Bongkhar. Meanwhile, Pema cautioned the villagers not to compromise with the quality of works while implementing the schemes sanctioned by the government.

The inaugural function was attended by DC Tawang Abhishek Dev, ADC Tawang Dr. Tapasya Raghav, ADC Jang Dilip Kr. Chutia, PD Tawang Gombu Tsering, COs, HoDs and public leaders. Pema assured that the posting of a new CO will be considered soon.

The Deputy Commissioner Tawang in this speech divulged that the Government has delegated powers to COs to issue PRCs and ST certificates.

All along the tour, Pema primarily laid emphasis on quality education, stressed on adopting horticulture activities and tourism for sustainable source of income generation, maintaining of proper health and hygiene, preservation of rich old tradition and culture, and advocated the learning of Bodhi language. Tiger population increases in North East

Guwahati, Jan 23: Tiger population in North Eastern hills and Brahmaputra flood plains has increased to 201 in 2014 from 148 in 2010, according to the latest status report on tigers.

Assam registered the highest number of 167 tigers, an increase from 143 in 2010, while 28 tigers were estimated in Arunachal Pradesh, showing an increase over 14 in 2006, the report said.

The survey was not held in Arunachal Pradesh in 2010.

Besides Assam and Arunachal Pradesh, the other areas included in the status report are Mizoram and north Bengal.

The region includes seven tiger reserves - Manas, Kaziranga and Nameri in Assam, Pakke and Namdapha in Arunachal Pradesh, Dampa in Mizoram and Buxa in West Bengal.

Kaziranga National Park in Assam has the highest tiger population of 125, while the minimum numbers of four each were recorded in Namdapha National Park in Arunachal Pradesh, the report said.

Another report 'Connecting Tiger Populations for long term conservation', released simultaneously on January 20, said the population of big cats in the area have historical evolutionary significance as they share the connecting gene pool with south east Asian tiger population and represent the entry point of tigers into the Indian sub-continent.

The region has two tiger conservation units (TCUs), one comprising Manas Tiger Reserve, stretching across Bhutan to Arunachal Pradesh in the north east while the other includes Kaziranga in Assam and stretches upto Meghalaya.

The Kaziranga Tiger reserve along with other protected areas surrounding has a tiger population of 125 in the region.  It is connected to the southern parts of the North East landscape via Karbi Anglong Hills for which it acts as a major source but has lost its connectivity to Pakke in the north due to intensive agriculture on the northern banks of Brahmaputra River.

Kaziranga is contiguous with Orang National Park and connected through island systems of the Brahmaputra. Nameri too is connected through riverine corridors which is an important connectivity maintaining gene flow between the plains and the hill populations of tigers in Arunachal Pradesh, according to the report.

These connectivities between the various national parks and wildlife sanctuaries form the crucial element for targeting conservation efforts.

Manas Tiger Reserve was camera trapped and tiger density was estimated to be 1.8 tiger per 100 square kilometre but the region has higher potential and with control of poaching of prey, tiger densities are likely to increase substantially, especially in its southern parts.

Nameri in Assam is contiguous to Pakke in Arunachal Pradesh and the tiger population in them is small with about nine together, the report said.

The area, it said, has potential for higher densities and ability to sustain a larger population of tigers but depletion of prey by poaching and other disturbances have led to decrease in tiger population. PTI

 

 

Japan’s Arunachal stance a ‘tactic’ against China

BEIJING, Jan 23: Japanese foreign minister Fumio Kishida's remarks that 'Arunachal Pradesh' was an "Indian territory" is Japan's tactic of taking sides over a disputed territory, said China's Global Times newspaper.

The article on Friday, based on an interview with senior researcher Geng Xin, also said that backing India showed that Tokyo's ambition went beyond merely strengthening its relationship with India.

Following a protest lodged by China, Kishida said he made the remarks taking into account the facts that "India basically and effectively controls (the region), and China and India are continuing consultations on the border issue", according to the article.

"Since tensions between Beijing and Tokyo have risen in recent years, especially fuelled by the escalation of the Diaoyu Islands issue, Japan has more than once deliberately stepped into China's territorial disputes with other countries," the article said.

According to the article, this represented Japan's intent of "uniting" the countries that have territorial disputes with China in order to create a strong impression that Japan, along with China's other neighbouring countries, is bullied by a rising China.

This way, Japan could put the blame on China instead of itself in the case of a conflict, it added.

The Global Times article pointed out that this was not the first time that Japan had cozied up to India.

According to the article, when Shinzo Abe visited India for the first time as prime minister in 2007, he told the Indian parliament that Tokyo regarded New Delhi as a good friend, and spoke of the high respect in Japan for Indian jurist Radhabinod Pal, who was the only one to cast a dissenting vote against convicting Japanese officials of war crimes during the Tokyo trials.

"Such inappropriate remarks hurt not only the feelings of the Chinese people, but also the interests of Japan's ally, the US," the article said.

"But India is not going to fall for Japan's tricks easily. As an emerging power, India has made its political philosophy very clear when it comes to Japan's attitude toward history. Successive governments in India have all clearly expressed that Japan should reflect deeply on its wartime past," the article said.

It added: "New Delhi is well aware that it should seek a wise balance in its relations with China and Japan."

The article pointed out that the existing Sino-Indian bilateral trade volume exceeded $70 billion, almost three times the economic and trade volume between India and Japan.

"Not only that, China's experience of development is a positive lesson for India, and India has also showed its interest to learn from it," the article said, adding: "In this context, wrecking the relationship between China and India would only show that Japan is a country lacking noble manners, and that it will resort to any means in order to achieve its goals."

According to the article, China should not be too concerned about Japan's "improper" actions even though Sino-Japanese relations have hit a historical low at the moment.

Assam police brutality at display

Assam police is once again in news for all the wrong reasons. As per the report in Assam media in a shameful incident one constable and four home guards of Assam Police under Lakhimpur district have been arrested and sent to jail on Friday for allegedly molesting a woman in front of her husband at a police check point set up as security measure against militants on Wednesday night. The woman has also approached the court with her allegation.

This comes after another Assam police constable was blamed by CBI for igniting the Bodo-Muslim riots in the year 2012 which lead to the death of the hundreds of innocent people. Assam police has also attained notoriety for harassing Arunachalee citizens living along the inter-state boundary. This latest incident has once again exposed their darker side. The government of Assam should immediately carry out police reform process, so that cops are sensitized about their duty. They also need to act tough against the erring police officials. Police are considered to be guardian of law and if they start breaking law, then how can citizen trust them?

Prepaid Electricity System: Technology, competence and its acceptance

The very thought of electricity supply going off during an important moment irritates and scares us. The introduction of prepaid electricity meter system, which could have been a major technological and energy saving and revenue generating initiative, has only petrified the people.  

It is globally established that prepaid metering system has given the customer the right to choose their own electricity plan and budget management; eliminate inaccurate and faulty billing; comfort to pay bills from their home; avoid hassles of visiting power department personnel to their home for meter reading, etc.  For the State, it has ensured that theft of electricity is eliminated and revenue generation improved. All this has only improved the effort to save electricity while ensuring that the customers are ensured of quality for their money.

The effort of the Power Department to introduce this technological innovation could have been a success had they realized that customers could be sceptical to a new thing. The customers have the right to be assured that their need could be fulfilled. Customers should have been trained and educated well to use the new system, assured of back up plans like availability of top up facilities/vendors. To ease the anxiety of the customer, Government could have introduced Credit-based plans to ensure that electricity is not disconnected immediately like giving the option of 10-20 days grace period plan with little extra charges. Further, the system should have first been tried in facilities which use more electricity compared to a normal household like Governmental Institutions, Hotels, small industries and factories, etc.

Has the Government ensured good housekeeping to maintain the technology? Has the Power Department trained their personnel to operate it? Will the online based recharge system function without glitches and local vendors be available?       

If the Governments ensures to address all technological and logistic challenges, than the system should be welcomed. Going back to the old system which clearly had many deficits, when there is a better deal in the offering, will be naïve. Today, electricity is a matter of right and not of a privilege, but customers has to be responsible too. The success of this technological innovation will depend on the competence of the supplier and acceptance of it by the people.

Diagnose the problem in all details with utmost accuracy

Dear Editor,

There has been much participation from many sections of the society on the pre-paid electric metering system in AP. Such involvement is a healthy exercise for our society to evolve. All the involved parties i.e. departments, political parties, student bodies, societies and common public should have an open mind set and attitude towards one another in any public issues for common good. Many of the issues brought up by many individuals and societies are very insightful and worth considering for the success of this pre-paid electric metering project with a huge investment of Rs 85-90 crore. I am of the view that till date the GoAP and the concerned department has failed to clearly identify and state the problem for which they are proposing pre-paid electric metering system as the solution.

Through this esteemed daily, I would request the GoAP to first diagnose the problem in all details with utmost accuracy. Providing medication without proper and detailed diagnosis of a problem would either paralyze or kill the patient and never solve the problem, but only get the service and medicine sold. The GoAP should accordingly propose many alternative solutions for the problem from which the best solution, the most people friendly should be accordingly implemented. If electricity stealing is the problem, then I can with 100% assurance, openly state through this paper that pre-paid metering system will never detect or stop or reduce electricity stealing. The pre-paid electric meter is not a smart meter; it cannot detect any electric theft. Pre-paid meter is exactly like the present electric meter, except for the extra logic circuit which is built into it to disconnect the supply when a pre-specified number of units of electricity have been consumed. It does not have the facility and capacity to detect electricity stealing. Electricity can be stolen by joining the main electricity supply that comes from the power house to our house with a little piece of wire by bypassing the pre-paid meter and have 24 by 7 electricity in his/her home and the pre-paid meter will not even have a clue of the theft. So, pre-paid meter is never a solution for electricity theft. There are specific technologies which are used in developed countries, which can precisely detect any unauthorized lines or wires which have not been installed by the power department. If the GoAP can import such technologies than every wire which is used for stealing will be easily caught and electricity theft can be controlled. So I request the GoAP and engineers of power department to study and purchase such technology to control electricity theft. If non-payment of electric bill by common people and government departments is the problem, then I think GoAP should provide enough facilities through which consumers can conveniently pay their bills like through internet or mobile phone or ATM etc. Since everybody has a mobile phone, it would be very comfortable to pay electric bill using it. The GoAP can simply contact a software company and they can easily develop such mobile application and I can further assure that this solution would be far less than Rs 85 crore. To identify the electricity theft, I would suggest the power department to calculate the total power generated and delivered and accordingly tally if proportionate revenue has been generated or not as per the connections provided by the department. They should also identify the regions which are disproportionately consuming more power and check the connections. The best would be to buy the technology suggested earlier. To identify the problem of non-payment of bills by common people, various government departments, organizations and industries, the power department can come up with white paper listing the unpaid amount and make it public and take a legal procedure to force them to pay all their pending bills.

I think the GoAP and the engineers of the power department are implementing this pre-paid electric metering system just for the sake of implementing a project like many other previous fruitless projects undertaken by various departments of GoAP only to make few ministers, bureaucrats and contractors rich. In my view the pre-paid electric meter project is a similar project. It is not solving any problem and it’s just a project in name to make the government treasury bleed in order to make few ministers, bureaucrats and contractors rich and create problems like non-payment of salaries to the common GoAP employees and make middle class and poor people of AP live in misery and poverty without electricity for centuries to come.

The talent show needs your support

Dear Editor,

This is in reference to a letter published on 19th Jan regarding Arunachal's Got Talent.

Arunachal Pradesh needed many more Toko Teji and therefore the concept of Arunachal's Got Talent was born.

AGT was launched on 31st Oct 2014 at Arunachal Press Club, Itanagar with its theme Hunar hi apki pehchan with its dream to provide a common platform to the talented local youths.

To dig out the local talent, the AGT committee conducted district auditions Namsai, Pasighat ,Ziro and Itanagar. Around 604 participants took part and 214 could make to the Mega audition. 87 could reach the competition round 1.

The participants were moulded and judged by highly talented personalities like Dorjee Phuntsu Khrime, national award winning actor of Crossing Bridges fame, Gautham Dey, classical and modern instructor and singer, Prem Thapa, choreographer, director and lyricist and Toko Teji, 1st runner up India’s Got Talent, Season 2.

The judgements were purely based on the participant’s performance. The judges were credited with 70% voting and the rest 30% was through public vote. The system of 30% public voting @ Rs 50 per ticket was purposefully accepted against the SMS system by the committee.

The reason for the above is ugly but true that our state lack the facility for proper live telecast which would broadcast the live AGT show to every home. If this was possible then 30% public voting through SMS would have been more preferable.

The committee intend to find hidden talent in our state and provide them national platforms in shows like India's Got Talent, Dance India Dance but our committee need moral support and cooperation to conduct the Arunachal's Got Talent show smoothly. Without your cooperation and support, we will fail to conduct the program next time.
